This is because of the Cosmetics Act of Korea. Until just last winter in 2023, the labeling of full ingredients under the Korean Cosmetics Act was quite ambiguous.For example, even if you mix 1g of green tea extract with 99g of purified water, the finished 100g liquid could be labeled as 'green tea extract'. This was possible until just last winter.
You might wonder if such a law really exists, right?
So it changed starting last winter.
Since November 2023, the Ministry of Food and Drug Safety has issued guidelines so that consumers can better understand cosmetic ingredients, requiring that diluents like purified water be listed separately from the main ingredients such as 'green tea extract.'So, cosmetics that were labeled as 100% green tea extract and trusted until last year may now be listed as 'purified water, green tea extract' starting this year.
