This book is not simply a list of cases. It reconstructs, based on the original judgments, how the crimes occurred, how they were brought to trial, and what facts the court recognized.Β

And most importantly, this material can serve as a future reference point. This book was created not just out of curiosity, but to be a starting line for research, production, and education.


Of course, such records were not easily obtained.Β 
The biggest barrier in making this book was undoubtedly 'data collection.'

Since 2001, the Korean media has banned the disclosure of criminals' real names, and with the strengthening of the Personal Information Protection Act, even verdict documents have become difficult to access. If a case cannot be identified, the courts do not provide materials.Β 

So the author took action personally.National Archives, Military High Prosecutors' Office, each District Prosecutors' Office, and the relevant courts were visited dozens of times to identify each case and request information disclosure.Β 

There were so many supporting documents required in this process, and the author always printed them out and carried them in a bag and car.Β 

Data collection that was almost like restoration,
Every step took far more time and money than expected.

Key information such as case jurisdiction, charges, and sentencing dates had to be checked one by one, and even if approval was granted, materials were often missing, nonexistent, or arrived in handwritten Chinese characters and poor print quality.Β 

Especially for materials from the 1950s and 1960s, it was almost like restoration. Experts were recruited to decipher Chinese characters, and incomprehensible verdict expressions had to be reconstructed by cross-verifying with past legal history or case materials.Both time and money spent on all these processes were far beyond imagination.Β 

But the author did not give up on this process, because they knew this was a task that could never be done again if not now.

Curiosity turns into research, and research becomes a record.
An interest that began with abnormal psychology led to 18 years of pursuit and collection.
Β 

The author majored in psychology during university, with a particular fascination for the field of 'abnormal psychology.'
At first, the author mainly referred to overseas papers based on clinical reports, but gradually became curious about how abnormal psychology manifests in reality. Naturally, this led to an interest in major crimes. Among them,The analysis focused on cases where the psychological characteristics of criminals were most extremely revealed. This is how it began.

In the process, I realized that materials such as major crime verdicts are not just 'records of incidents,' but comprehensive testimonies that capture the social background of the time, individual psychology, and even institutional issues.
For example,In the case of the trio who attacked a ship and killed several people at Jangbong-ri dock in Bucheon in 1954, some of the perpetrators were members of the 'Intelligence Agency's spies' responsible for national security at the time. The identities of the criminals, the methods and motives (plunder) of the crime, all clearly reflected the social chaos immediately after the war.
In addition, there have been many cases, such as the 1957 incident in Busan where a friend was lured and killed with a pistol for the purpose of robbery, which reflect the social background of the time when gun possession was much easier than today.

This work went beyond mere curiosity and became the author's lifelong research.

Are the crimes we know today really true?
Unreported cases, stories that are repeatedly consumed.

Without accurate records, what are we using as the basis for our memories?

Nowadays, as we encounter news of major crimes every day, a question arises: How much of what we see and hear through the media is actually true? Crime is consumed as a genre in news, movies, dramas, and documentaries, but the information within is often fragmented and monotonous.
Sometimes, it relies solely on the memories of police officials, is constructed from a few lines of digitized old articles, or even circulates as completely adapted urban legends or rumors.

The reason is simple. There are no records to serve as a standard.
A significant number of the cases we know have been repeatedly consumed.

The representative crimes featured in the media are limited to a few well-known cases, while in reality, there have been far more diverse and complex incidents. However, many of these were forgotten without being introduced to the public, resulting in the true nature of past violent crimes being remembered only through some distorted images.
To fill this gap, the authorhas spent the past 18 years searching for cases across the country. This work has continued through collecting verdicts and original materials. Β 
In this era where facts are overshadowed by content, accurate data based on legal facts is more desperately needed than ever.

Uncle Lee Dong-ryong Who Drowned His Young Nephews

Case Overview

Lee Dong-ryong (then 35), who was distressed about being unmarried even in his thirties, not only broke up with his live-in girlfriend Ms. Lee due to his parents' oppositionβ€”citing that she shared the same surname and clan, worked at a coffee shop, and was wastefulβ€”but also, after quitting his job as a dump truck driver in December 1989, paid a 2 million won deposit to a car company to buy a dump truck for his own business. However, he could not secure the remaining 2 million won, causing a delay of over a year in delivery. During this time, he felt extreme resentment, believing his parents were treating him unfairly by only supporting his older brother's business and doing nothing for him.
Lee Dong-ryong's growing resentment turned toward his young nephews, whom his parents cherished. On December 24, 1990, around 1:00 p.m., pretending to test drive a van he was entrusted to keep at a car dealership in Sinjeong 3-dong, Nam-gu, Ulsan, he drove to the area near his nephews' home in Yaum-dong. He lured his nephew Lee (then 11) and niece Lee (9) by phone, saying, "I'll buy you something delicious, let's go out," and put them in the car. He then drove to Mosan Reservoir in Mosan Village, Dongcheon-ri, Ungchon-myeon, Ulju-gun, Gyeongnam (now Dongcheon-ri, Cheongnyang-eup, Ulju-gun, Ulsan), a place he had previously scouted while fishing.
Planning to drown his nephews by luring them to a rarely visited, steep, and slippery embankment, Lee Dong-ryong, around 3:30 p.m. the same day, led nephew Lee to the embankment, which was steep and about 2 meters deep. When the boy fell into the water, instead of rescuing him, Lee suddenly grabbed the sleeve of his niece, who was walking ahead, and threw her into the reservoir as well. He watched the children drown and then left the scene.
Although Lee Dong-ryong had dreamed of a perfect crime, the police, upon receiving the accident report, found the circumstances of their visit to the reservoir suspicious and began an investigation. They focused on the fact that he did not attempt to rescue the children after seeing them fall into the water, eventually obtaining his confession. What could have been dismissed as a simple drowning accident was solved through the police's persistent investigation, revealing both the suspect's confession and motive.

Verdict

Lee Dong-ryong, who was arrested and indicted on murder charges, made the following claims during the trial.

"On the day of the incident, I was preparing my fishing gear and was about to drive a van I had borrowed for a short time to go fishing, when my nephews, the victims, asked to come along. So I took them in the car to Mosan Reservoir. When I checked my fishing gear, I realized the reel was missing, so I decided to go back home to get it. The victims told me to go alone, saying they would wait and play at the reservoir until I returned. When I came back with the reel, I found that the victims had drowned in the reservoir. I never intentionally failed to rescue them or caused them to drown."

However, the Criminal Division of the Ulsan Branch of the Busan District Court (Presiding Judge Seo Jae-heon) found Lee Dong-ryong guilty of all charges of murder at the sentencing hearing held on May 31, 1991, and sentenced him to death.
Lee Dong-ryong immediately appealed, repeating his previous claims and arguing, "Even if I am found guilty, considering the circumstances that led me to commit the crime, my upbringing, and my current family situation, the death penalty is too severe and unjust."
The 2nd Criminal Division of the Busan High Court (Presiding Judge Kim Jeok-seung), which handled the appeal, overturned the original death sentence and sentenced him to life imprisonment at the sentencing hearing held on October 23 of the same year.
In its ruling, the court stated, "Upon reviewing the various pieces of evidence lawfully examined and adopted by the original court, the defendant's claim of factual error is unfounded," acknowledging his guilt. However, it also stated, "The nature of the crime committed by the defendant is extremely anti-humanitarian, resulting in the tragic deaths of two children, and the motive for the crime is also difficult to understand. In this light, the original court's imposition of the death penalty can be seen as reasonable to some extent. However, both of the defendant's parents are still alive, and from their perspective, having already lost two young grandchildren, if the defendant were also sentenced to death, it would mean losing their son as well, making the pain and tragedy unbearably great. Although the defendant's sister-in-law (the victims' mother) has petitioned for the defendant to be sentenced to death, all other family members, including the defendant's brother (the victims' father), have petitioned for him to be spared the death penalty. Considering the lifelong suffering the defendant must endure due to his conscience and public condemnation, the original death sentence appears somewhat harsh." Thus, the sentence was reduced to life imprisonment.
Lee Dong-ryong, whose sentence was commuted from death to life imprisonment, appealed to the Supreme Court. However, the 2nd Division of the Supreme Court (Presiding Justice Yoon Kwan), which handled the appeal, dismissed it on February 11 of the following year, confirming the lower court's sentence of life imprisonment.

The court stated the following in its ruling.

"The defendant claims he did not kill the victims and that it was an accident, but in light of the various pieces of evidence cited by the original court, it is fully recognized that the defendant intentionally killed the victims. There is no violation of the rules of evidence, misunderstanding of the legal principles regarding intent to kill, or any wrongful recognition of facts that affected the judgment, nor is there any illegality in finding the defendant guilty based solely on his confession, which is the only unfavorable evidence against him, without corroborating evidence."

If, as the defense claims, the defendant can only be held responsible for the murder of Lee Yang and not for the murder of Lee Gun, who fell into the reservoir on his own, then this would contradict the premise of criminal procedure law, which allows for punishment by omission if a person who has a legal duty to prevent the occurrence of harm (as stipulated in Article 18 of the Criminal Act: when a person who has a duty to prevent danger or who has caused the danger by his own act fails to prevent it, he shall be punished according to the result) fails to fulfill that duty, thereby allowing the result to occur, and if such omission is equivalent in criminal value to an act, it can be punished as an act.

As the uncle of the victims, the defendant took the young victims, who were unable to protect themselves from the risk of drowning, to a reservoir with a steep slope where the risk of drowning was high. Therefore, the defendant had a legal duty to prevent the risk of drowning and, if they fell into the water, to rescue them. Thus, after Lee Gun fell into the water, the defendant's act of intentionally failing to rescue him and allowing him to drown (omission) is, under criminal law, equivalent to directly causing him to drown and can be regarded as an act of murder.

The 1st Division of the Supreme Court (Presiding Justice Kim Sun-soo) dismissed both the prosecutor's and the defendants' appeals in a case where the defendants, who were in an extramarital relationship, were indicted for murder and attempted murder for pushing the victim, who could not swim and was the legal spouse of Defendant 1, into the water at a fishing spot, feeding the victim poisonous pufferfish byproducts, and making the victim dive into a deep valley to drown in order to obtain life insurance money., and confirmed the lower court's ruling (Defendant 1: life imprisonment, Defendant 2: 30 years in prison), which found the defendants guilty of murder and attempted murder by omission and sentenced them to imprisonment.(Supreme Court Decision 2023Do6086, September 21, 2023).

234. Jang Chang-rye, the first dismemberment murderer in Korea


Case Overview
Jang Chang-rye (22 years old at the time of the incident), who dropped out of the third year at a Japanese language school and married Mr. In, a man from the same village, around the age of 18 after about two years, returned to her parents' home when Mr. In, who had collaborated during the Korean War, was arrested by the police after the area was recaptured. Even after that, she had affairs with several men, and around March 1952, she became the concubine of Mr. Ryu, who lived in the same village. Having grown up in a poor family environment, she had always longed for a luxurious and extravagant lifestyle.

Around January 15, 1953, Jang Chang-rye happened to meet Ms. Cho (female, 47 years old at the time of the incident), a textile merchant in Eumnae-ri, Dangjin-myeon, Dangjin-gun (now Eumnae-dong, Dangjin-si). Jang decided to buy jewelry with money obtained by swindling the textiles from Cho and proposed, "Sell me your textiles." However, perhaps due to her shabby appearance, she was flatly rejected.

Determined to "rob the textiles even if I have to kill that woman," she returned to her parents' home to get a kitchen knife. On the 20th of the same month, around 3:00 p.m., she visited Dangjin Market and proposed to Cho, "I will buy all your textiles, so name your price. I will pay in cash and white rice at the house of 'Park Jeol' in Wondang-ri."

Deceived by Jang Chang-rye's confident attitude and lies, Cho was persuaded to gather her textiles. Jang began to look for an opportunity to rob her as they wandered together through the mountain valley. The next morning, around 7:30 a.m., after luring Cho to the middle of Boryeongsan Mountain in Sagisori, Dangjin-myeon, Dangjin-gun (now Sagisori, Myeoncheon-myeon, Dangjin-si), Jang confirmed that the area was rugged and deserted, and immediately began her crime.

Jang Chang-rye took out the kitchen knife and forcefully stabbed the unsuspecting Cho in the back of the head. She repeatedly stabbed only the back of Cho's head as she fell, killing her instantly. Jang then stole about 30 pieces of textiles (each worth about 1.2 million hwan) that Cho had with her. To destroy evidence, she stripped the body she had just killed, leaving it naked. Furthermore, she cut off the head with the kitchen knife, wrapped it in clothing, threw it into a pond in a nearby residential area, and fled.

After fleeing toward Incheon, Jang Chang-rye was arrested by the police on February 10 of the same year, who had identified and tracked her as the prime suspect based on statements from market merchants.

How many death row inmates are currently incarcerated in Korea, and what crimes are they serving time for? This is a data book that provides an overview of the current status of death row inmates in Korea. Although brief, it is a resource that is not easily found elsewhere.


The People Who Made This Book

Arcplot, the publisher of <Korean Crime Data Book>, met with Director Jeon Seong-gyu of the Korea Center for Psychological Science and a member of the (Corporation) VICTREE Major Incident Research Committee.
After Arcplot published the <Korean Crime Data Book>, they got in touch with Director Jeon Seong-gyu, who had shown interest in the project. They discussed crime together and, while talking about potential collaborations, decided to start the <Korean Major Criminal Case Judgment Data Book> project.

Director Jeon Seong-gyu as described by Arcplot

Jeon Seong-gyu, the author of <Collection of South Korean Violent Crime Case Records>, is currently spending his own money and a tremendous amount of time collecting materials for research. The verdict documents contained in this book are not easily accessible to the general public, or even to related professionals.

<Collection of South Korean Violent Crime Verdict Records> is a masterpiece personally compiled by Jeon Seong-gyu through his own efforts. While discussing and reviewing materials with the author, Arcplot was astonished by the verdicts from the 1950s and 1960s. Not only were they written in Chinese characters, but also in cursive, making it difficult to read from the very first sentence.

Jeon Seong-gyu entrusted these verdicts to another expert for translation and repeatedly organized and refined them. He also made efforts to visit various institutions in person to obtain these verdicts.

These days, the part I pay more attention to while working is 'prices.' Simply calculating by inflation rate doesn't really give a clear sense.

The monthly salary of ordinary people at that time, the price of a sack of rice, market prices, and so on. Knowing these helps us understand how people lived in those days.

So, in this new data collection, I plan to pay even more attention to prices. That's why I've prepared this.

This will be given to everyone.

You will receive a PDF document recording the cost of living from 1945 to 1990. It will include records of government employee salaries, worker wages, the price of a sack of rice, bus fares, public utility charges, and more, so you can see how ordinary people lived during those times.

As you know, the volume will not be very large.Still, I plan to make tables or record the data in chronological order for easy understanding at a glance.

How can you use this data?

Suppose a thief stole 500,000 won in 1988. But it's hard to know how much that amount was worth at the time.

There is a place where you can calculate the current value of that money using the Consumer Price Index. If you go to the 'CPI Consumer Price Index,' you can calculate the value of money.

Prices have risen 3.328 times compared to 1988. Using this multiplier, the current value of that money is over 1.6 million won.

But did people at the time also feel it was that much money?

To find this out, I look up articles from that time. It's easier to understand if you know how much people earned and what kind of houses they lived in.

I found a reader-submitted article that shows what kind of life ordinary people lived in 1988. Shall we take a look together?

It is said that a single trash can in the presidential suite of the Jeonnam governor's residence costs 175,000 won. After deducting health insurance, income tax, resident tax, defense tax, and meal expenses, my monthly salary, having worked at a sewing factory for three years, is about 168,000 won.

If you are absent, late, leave early, or go out during work hours, the corresponding time is deducted from your monthly salary.

Even if you work overtime or overnight, there are no additional allowances under the pretext of a monthly salary. If you have to work overnight in the middle of winter, you have to sleep on the cold factory floor, or otherwise take a taxi home at your own expense.

A third-year sewing factory worker's monthly salary is just over 160,000 won. Back then, 500,000 won was an enormous amount of money, much more than what we think of as 1.6 million won today.

What about housing prices?I looked up apartment sale prices from 1988.

These are the apartment sale prices in Seocho-dong, Daechi, and Gaepo-dong. The 31-pyeong Eunma Apartment, which everyone knows, was priced between 53 million and 64 million won at the time.The current market price of Eunma Apartment is now over 2.3 billion won.

You might think that way. 'If only I had bought it back then...' 'People from that era must have had it really good...'

However, for people working in sewing factories at the time, owning an apartment in Seoul was an even bigger dream than how we view Seoul apartments today.

By simply looking at the 'Cost of Living Data Book,' I hope you can get a sense of what life was like back then.

Of course, this will be a great help to creators, as it allows them to express that era in detail.

This reward was also planned while working, thinking, 'It would be nice if I had this...' I had thought for a long time that it would be nice to have this, but while focusing on crime data, I couldn't prepare much (of course, some of it is included in the data book, but I thought it would be better to make it more detailed), so I prepared it separately like this.

A world serial killer timeline created with great care.

It contains photos of serial killers and brief descriptions of their crimes from 1901 to relatively recent times.

Some of the killers are known in Korea, while others can only be found in overseas sources.

While information and data on serial killers around the world are easy to find, there were not many resources that allowed you to see at a glance which killers were active in which periods.

That's why I created the timeline.

A supporter asked me whether these criminals are included in the data book.

Of course, since the planning itself is different, stories of criminals from around the world cannot be included in the archive.

However, I thought it was necessary to save even a little time when looking at the timeline and searching for materials.

So I decided to select about ten serial killers and write articles containing their stories and information.

I plan to collect and organize both domestic and international sources.

For example, shall we briefly talk about Peter Sutcliffe, known as the 'Yorkshire Ripper'?


He was born in England on June 2, 1946. Over five years from July 1975, he killed thirteen people. He was called the Yorkshire Ripper, but at the time, Korean newspapers referred to him as the Yorkshire Knife Man.

Currently, there are no published articles in Korea that show how the Korean media covered this case at the time.

On November 21, 1980, a newspaper published an article titled <13th Crime of the Murderer, British 'Knife Man' Taunts Police>. Shall we take a look at the content? To preserve the vividness of the original article, I only corrected the spacing. It contains the criminal's most recent crime.

The most notorious murderer in England, the 'Yorkshire Knife Man,' recently committed his thirteenth crime, killing a 20-year-old female language student named Jacqueline Hill.

Miss Hill's body was found in a garbage dump next to a supermarket in Leeds, a textile city in northern England. This is the city where the 'Yorkshire Knife Man' first killed a prostitute named Wilma McCann in 1975.

A police officer commanding the 250-member special task force to capture the 'Yorkshire Knife Man' warned, "Not a single woman is safe until the Yorkshire Knife Man is caught," and advised women never to go out alone.

After this article, reports came out in 1981 about the criminal being caught, confessing in court, and how he tried to evade his crimes.

You can get a sense of the atmosphere at the time and some of the realism.

I will gather not only already published materials but also sources that capture the atmosphere of the time, and write the stories of ten serial killers to share with you.***This is a PDF file.

The reason for launching this project on Wadiz

While working at a publishing company, I often felt disillusioned with the existing book market.

First, that market favors publishers with capital. Good authors, talented staff, massive marketing. The bigger the company, the more they focus on sales. Creativity is needed for good planning, and that's how you make money, but in reality... you end up looking for bestselling authors first.

Second, no matter how much I wanted to pursue a project, I couldn't. Even if there are a few readers, it's enough to publish a book, but I found myself calculating profits and losses first. My body and mind were exhausted, but after enduring for over ten years, I finally reached a point where I could no longer move, and that's when I started 'ArcPlot.'

That's why I came to Wadiz to find people who would support this project.

<Korean Crime Records>, <World Serial Killer Timeline>, <Major Case Timeline>, and so on. This project, into which I poured my heart, probably wouldn't have even made it to a meeting if I had planned it at a publishing company.
